Review of Maricopa County Election systems internal audit documentation showing that their systems continue to have security issues, are poorly documented, lack effective change control & code review, & struggle with reliability issues. Also, mail-in ballot address verification issues exist with 3rd party vendors.

Key details: A 2018 auditby the Maricopa Counties office found numerous issues with election systems.

 

As of 1/30/2020 9 out of 9 recommendations remained open, but were given a Satisfactory rating while validation activities remained ongoing.

Maricopa uses an in-house app called SiteBooks that performs validations on voter registration. Failures result in provisional ballots being generated. This system is cited in several audit and readiness reports for issues with reliability, documentation , security, change management, and inadequate update & code review processes. In subsequent documentation, no mention of mitigation or audit finds item completion is listed.
