I think the most common solution would be a reverse osmosis system installed under the sink, but is probably over your budget, and also uses up a lot of extra water.

Check with a local water filtration company that can recommend filters for the water in your specific area. If you're filtering the flouride you might as well also filter for things like lead, pharmaceuticals, chlorine, bacteria, etc. After you figure out which filters work best for you, then you can buy 'bulk filtration media' and refill filters yourself, to save lots of money over buying pre-made or non-refillable filters.
