In THEORY eugenics is a fantastic idea. In practice, giving that kind of power over others to people leads to terrible outcomes.
Everything that we do to alter the natural world to be more to our liking is "playing god" really. The only determination we can know for whether it's a good change or not is whether or not it works. Giving too much power to individuals, such as with eugenics, has proven not to work as people can't be impartial enough to give proper consideration for large numbers of strangers.
