it was good ol' RONNIE RAYGUN who threw open the doors of the mental institutions and unleashed a flood of seriously disturbed people on the public, and left it to states, counties, and cities to deal with the problem, w/o any support or even guidance from the federal gov't.
i'm NOT a fan of big gov't, and the old system had more than it's share of abuses and corruption, but what RAYGUN did was to throw the baby out with with bath water, and all the fed money was simply cut from the fed budget instead of being distributed to the local level to deal with tidal wave of loonies on the loose.
it's SO convenient to blame democrats, but the TRUTH is, as it always HAS BEEN, dem and rep parties are BOTH puppets of the cabal. have been since at least the civil war. there are the occasional honest men from either party who make it into office, and they all suffer the same fate, character assassination or an actual "lone gunman."
