Because the fed owes C_I_A, but C_I_A unleashed a bioweapon/psyop on the world, which means they broke the contract which was negotiated as part of letting C_I_A compete on the world economic stage. The idea was to avoid potential open war with C_I_A via intertwining our economies. That has come back to bite us in the ass, as PDJT has pointed out over, and over again. PDJT bringing up the "ten trillion" is probably more of an attempt to bring about awareness of the situation more than a threat to make them pay, but then again, we never really know what he's up to. That's part of the fun.
