The whole thing was staged, they wanted the people to see the consequences. They told him on the 18th green with television cameras rolling, could have waited until out of sight. They could have let him play the final round by himself. He was at the golf course for 5 days, so what about all the people he came into contact with and/or played with? It was staged to continue the campaign of fear.
