ANSWER - when federal troops are expected to be deployed. This would mean that at this point, MI is fully all over the black hats and would serve as an alternative to the three letter agencies and will help gain control of those agencies.

Military Intelligence domestic spying on civilians ramped up in the anti-war late 60's.

In the late 60's early 70's there was a public scandal that limited the military's intelligence activities.

But, it slowly started ramping up again due to riots in the 70s.

 

1966 PLAN STEEP HILL called for military intelligence to kick in once Federal Troops were in the field.

 

Replaced eventually b GARDEN PLOT, PUNCH BLOCK AND LANTERN SPIKE which allowed the military to gather in telligence when there was the possibility of troops being fielded.

My post was a response to when MI can take over for three letter agencies.

You mention the NSA being fucked up and Mattis making it worse.

The point remains, MI can take over for the three letter agencies when federal troops might be sent into the field.

MI has 400 people working for it in its CIFA agency alone.

That was the dig I did.

I think yours is that the NSA is still compromised and Mattis is a black hat.
