I don't think the coastal cities can survive. Even if they have ports for supply, I don't think work conditions can be maintained to offload goods. That might be where Bidan wants the UN, but with civil structure collapsed the UN won't be able to hold authority, IMO.
Mid-America/rural America should be OK. Cities on the St. Louis latitude, I 70, I think, maybe not, but the rest could be held stable, I think.
