I think there's been a combo of too much freedom with the tools of the trade and a bit of power madness from really smart, basically good people. We must have complete integrity if we're going to keep these programs. Those entrusted with the keys to the private lives of innocent citizens must be held to the highest of standards and the tools they use on us must also be used on them to ensure it.
The C_A must be locked out of these tools. They operate in a different reality than NSA and cannot be held to such a standard. Lies are currency in their world and required to succeed.
That said, if they aren't actually patriots, they have no business in any agency at all.
