that's not the goal - the goal is dissuasion. The goal is to broadcast to all young men and women: "if you join the armed forces, your lives will be hell, so don't even bother".
The goal is to weaken the military.
What happens when you bend a metal repeatedly back and forth? You weaken its integrity; that's precisely what happens when you savagely vacillate between two policy extremes every two to four years.
This is a major flaw in our constitution.
