Weird that he starts talking about GVs and that he's not sure about it, and then goes further.
Still he says it's PROBABLY Laughting_Man.

You explicitly said that Jim said it's Laughing_Man, and that's not exactly the case. Jim said it was probably Laughing_Man and even attached details what he meant with "probably".
This also means that Jim hasn't looked that indepth into it, like if the IP belongs to a VPN provider, which would have been interesting. Maybe it's impossible for Jim to do that, idk.
