The way I see it, Trump had little choice but to fast-track anything resembling a treatment, for the optics. Had he done nothing, the lockdowns would now be everywhere and permanent, and the mRNA jab would have had time to get approved and made mandatory.

Also, it could have affected voters if Trump had nothing to offer just before e-day, i.e. less suspicious-looking results.

Lesser of two evils. And we don't yet know how bad its going to get, I don't see how he could have guessed how bad it could be, back then… So, yes.
