People tend to assume the "elite" are smart and in control. These are the same people who put pelosi, biden, etc front and center.
Rather than creating a fake virus for a fake vaccine, I imagine they actually intended to create a truly deadly virus because they bought their own propaganda on viruses. These are not smart people who spend time researching truth and facts, questioning things and being skeptical. They are simple power brokers who swap favors and blackmail to rise within society.
They have no idea how to tell when their own ideas will run afoul of reality.

The vaccine is classic doctor experimentalism boner. They pop a chub every time they get to jump straight to human trials. Maybe a few of them thought they could include their own depopulation agenda in there, but it was hardly some grand coordinated scheme, just a bunch of roided out hookers on blow and horse aphrodesiacs looking to fuck anything with a dollar bill.
