My information is dated, but when I scheduled military flyovers, there was no charge to the public - they're

considered (and charged to) "flying training sorties" so the pilots can practice formation flights, landings, approaches, etc

 

Bases (got) a list of Headquarters approved events (request met all legal requirements), then the base got to choose

which ones they supported based on "ability to complete training," but in reality it was probably based more on

"desirability" -- a Trump event would be highly desirable

 

btw, each mil service is separate, so send requests to all services. You can also request the Thunderbirds, Blue Angels, Golden

Knights, A-10 demo team, etc., this same way
