It's been a long time and my figures are probably not 100% accurate, but close enough for the topic. Here's how the government and their useful idiots steal.

 

I worked cleanup for Katrina. FEMA paid $45 per ton for debris dumped at the dump. Betchel and KBR were given the contract. They hired large national contractors and paid them $35 per ton, and did no work other than paperwork. The national contractors hired regional contractors and paid them $25 per ton, and they did no work other than paperwork. The regional contractors hired local contractors and paid them $15 per ton. They did a little work, but mostly paper pushing. The local contractors hired individuals who came from all across the country. These people worked from 5am to 8pm, 7 days a week, cleaning up debris, tearing down damaged homes, uprooting and cutting up downed tree's, paying labor costs, fuel costs, equipment repairs, etc. These people were paid $7 per ton with 15% held back (and never paid, btw). This is how they steal our money. Same scenario can be applied to foreign aid, just switch out the players. It's all graft and theft in the name of helping the people, who never get the help.

Yeah, we had those people on our work sites "watching" our cleanup efforts. Some were FEMA some were NG. They had to sign off our work when finished on the job site. If you pissed them off, you got no more work. They usually sat in their cars for 8 to 10 hours a day. Some were cool, most let the "inspector" position go to their heads, they were dicks.
