Any "friendly" judge can easily be compromised. Any judge who slightly in-debt can easily be compromised. Any judge who is not friendly or not in debt can easily be blackmailed. Any judge who is not friendly, not in debt, not blackmailable can have family members who can easily be used as collateral.
If any of the above fails, the judge is eliminated.
