I can make any image display compression artifacts like that, just by increasing the compression.

 

Pic1 is generic dirt just the way I found it on the web.

 

Pic2 is the same pic, with a compression quality setting of 25% (very high compress, very low quality), zoomed until you can see the rectangles. (That's how the compression algorithm works – it divides the image into blocks and substitutes groups of pixels with a single entry from a compression table to make the filesize smaller).

 

You can literally make any image appear to have those kinds of rectangles with excessive compression. The PNG and GIF image standards also support compression.
