You are going to have to do your own research on this but I'm pretty sure you can ask employer to stop witholding. Federal income tax is illegal and in most cases optional. I'm not an expert, just know some things. Don't know about state taxes.

I also said to do the research because supposedly there are a few people out there that have done it. I'd rather the dude be in jail for the right reasons than to off himself.
