I think there are plenty of military and others that can be tried at tribunals. I think anything having to do with threats to Nat Sec/aiding the enemy-even as a civilian (McCain/Kerry/Obama/Hillary for U1 scandal) can be tried in tribunals (not positive). Tribunals will happen.
