The Dems are slow walking the judicial nominations because they will be the very ones judging their trials. They want their liberal and most likely corrupt judges overseeing their trials and also for appeals.

To the best of my knowledge, state judges are either appointed by governors or elected depending upon the state. These types of charges are federal courts.
