Perhaps they were in a conundrum. They had it fixed so Biden would win the election. How would it have been if under Biden, the covid scenario was as bad as, or worse than, it was under Trump?
They needed to make Biden look good, make it look like Biden brought things back to normal. That's why Trump said that pharma wanted to wait until after the election to release the vaccine. But somehow he, or Q team, forced their hand to release it just before the election.
