I'm not 100% pos, but pretty sure the water has to flow out of the dam, down to Sacramento, then into the irrigation ditches for
the "Irrigation Districts" in the San Joaquin Valley…the Spice has to flow to 1) power the electric generator$ and 2) water the
crops - because it doesn't rain in central California during the summer
