The parole system creates a desperate form of existence, where if they violate their parole, they end up back in jail. The people who are out on parole are held accountable to laws that are not placed upon the regular population. This creates a desperation for them.

Just have inmates serve their time and then gain full citizenship again. Everything. They should be able to vote, own a gun. It should be as if they were pardoned. That is the only way they can truly start over. imho anyways, but what do I know?
