A Theory:

A better solution might be to redistribute the monies confiscated through EO 13223, including the liquidated assets of those individuals within the almost 30,000 indictments.

Chicago Fed is probably trying to get this "solution" in without it being widely noticed and without having to give up any of the money they and those allied to them helped to embezzle out of the pension fund (amongst other taxpayer supplied sources of money)
