Imho Q is a high-IQ person assisted by an (semi) offline AI which Q programmed.
*semi = the AI has access to fhe web (not wired), while the web can not access the AI. (That's how I'd do it).
I would not want to elaborate on hard-& software of that AI, but I asume it is different from known and available tech (even from black ops).
Other AI's possibly involved here are conventional, connected and controlled by intel operators of all sorts of agencies.
Just my personal take.
