You may have it backward. "Bribery" may have been the politicians' goal and "the deal" just one of the mechanisms.
What if the politicians first developed a whole bunch of ways they could take a share of US tax dollars going to other countries and from all federal funding. Then they just took advantage of the opportunities to siphon funds or created new ones like BHO's paper handshake with Iran.
