If you want to bring back society to a point, where mature adults can found healthy families, you need to create a society that produces healthy and mature adults.

If girls feel pressed at the age of 14 to become "sexy", in order to attract boyfriends, their years of learning, studying, experiencing life in many more ways is shortened.

If you want to end (most) abortions, you need to end teenage pregnancies, pregnancies without fathers to support the family and the endorsement of mindless sex activities.
This sounds very boring, but it is indeed part of the solution to end the epidemic of abortions.
If you want to end the costs of welfare, endorsing lifestyles that don't benefit society, than you have to change today's ( non existing) morals and ethics.
One cannot wish to change what is wrong with society, without being willing to change one's own worldview and behaviour.
