The building that collapsed was due for a 40 year certification by law because buildings in humid Florida environment deteriorate quicker than those in drier areas.

Engineers have been inspecting the building for months so any failings in the building could be remedied to pass inspection and get approval and certificate for occupancy.

Their findings were available to the management and others who would be hired to do repairs… many people would know the structure and its weakness.
