impossible, do inspectors work past 5pm ? wasn't the collapse around 5am? 14hrs before sounds better.. but either way, cement encased rebar doesn't just disintegrate. superficial stuff like this happens to our bridges all the time, and its simply chiseled out and replaced with new.
