Initially, I had that (as I am sure alot of ppl did) as either lack of intelligence, as in these ppl are stupid. Or lack of I as in eye, lack of vision/blind. It also appears the Q did use CIA quite alot e.g. 9, 11, 17, 19, 23, 39, 46, 66, 92, 110, 140, 142, 144 etc etc.
