I'm not sure. If I was paying people to shill the board, I'd give them VPNs, but I wouldn't give them the same VPN unless I wasn't spending much money. I wouldn't even really want them to know exactly who the other person is, except as their online alias.
If I paid 1 person who decided the best course was to have multiple personas to cause disruption, then making a mistake and accidentally posting from the same VPN is obviously something that could happen.
