Agreed, but I haven't seen this document. My comment wasn't intended as criticism; I like your strategy and think it will be successful if applied to the right IBOR.
We did push IBOR, two petitions in fact, but it never got traction - precisely because we had no specific bill, declaration, or document. whatever.
I'd like to see what you come up with - hope you'll post it here and maybe the lawfags can refine it. I feel like this is the only project we haven't done well for POTUS & Q. Good luck with it!
