this part of the movie is the hardest for me to understand
The only thing I could figure out is that early on with all the panic that was spread by the criminal media mafia, is that his support was given as a calculated choice so that he could have the time to get things in place to document the cabal's criminal knowledge to plan to murder and profit from the poisons they deceived the masses to take.
If he had not acted like he was doing everything possible to solve the problem as fast as possible they would have used the mobs fear to take him out. Perhaps he knew many may die, but the calculated loss was less, than the overall historic benefit of giving the criminals all the rope they needed to hang themselves and all their minions.
I can't imagine being in a position to have to make a choice like that and live with it.
