I don"t think he helps, but that may be by design.
I consider a possible situation where the Bidan group is actually an occupying force, and that any government entity has no power to do anything about it. If, say, an occupying army had actually marched in and took over DC, what would congress passing laws, or the courts deciding cases, or the people voting to remove them mean? Nothing. Useless. For show only.
The only way to take down the occupying force is to refuse to deal with it, not violently, rather by interrupting logistics and not taking the initiative to actively foster public safety (no militias) to the point where the occupying force can no longer maintain public order.
So, it could be Bannon used his WH time and security position to determine the enemy, and, along with Trump, allowed them to take control so they could be exposed. What Bannon is doing now, then, is actually leading those he brought out of the shadows into wild goose chases.Those issues he decides to emphasize are just bait to get the collaborators to go in the direction he wants them to, in order to show their true colors to the public.
I think a frontal assault, Pickett's charge strategy, isn't the right move at this time. Take Fauci. How would we ever know his true nature and inner dealings unless he was given the spotlight and forced to stamp out purposely lit fires, like the hydroxychloroquine issue, so the public could see what he"s really like? Same goes for any other Trump admin appointee who were snakes in the grass beforehand. Barr is in the batter"s box right now. Trump just firing them, without exposing them first, would have been counterproductive. Better to let them fuck up first.
