The "no outside comms" refers to public communication. That does not exclude secret deals with the "actors" in this movie.
It is likely that Q operates as the NSA in the background. Snowden could have been approached by an NSA agent acting on behalf of the Q Team.

You are twisting my words. I did not say that anyone is representing Q to Snowden. Q is operating secretly. Snowden would not need to be aware that he has been contacted by someone working on Q's behalf. It could be anyone on the Q Team, not the entity that we know as Q.
