Pitcairn is the island that the British mutineers aboard HMV Bounty (captained by Sir William Bligh) fled to… i.e. the 'Mutiny on the Bounty' story. This was back in the 1780s if memory serves correctly.
Over time the hybrid British/Polynesian people of the island (the population fluctuated between about 50 and 300 over the years) developed a rather permissive attitude about sex and it was common for girls to be deflowered around the age of 12 or 13. Because it happened to all the women, after some generations, no one thought it unusual or 'bad' per se.
Around 2004, the New Zealand government intervened and basically argued that Pitcairn is still subject to the Queen's law, as its founders were sailors in the British Navy and, more recently, the island had become dependent on New Zealand funding and logistical support.

Some of the men on the island were punished, but if you look into the terms of their 'imprisonment', it was not a very hefty penalty and I have no idea if the women there are any better off than they were before.
