Psaki's comment is curious. She refers to the NSA spying on 'foreign threats and individuals who are trying to do us harm on foreign soil'.
'Foreign' would imply a different country.
However, DC is a foreign territory within the landmass of the USA.
So technically spying on someone or something outside the borders of DC but within the landmass of the USA would constitute 'foreign territory'.
Would it not?
