Clearly these are comms. Seem to specifically be comms in the Mississippi River Valley. Probably right about the app being one of their methods of communication. The bear in Louisiana broke its legs from a car before it died. Bears might refer to riverboats moving human cargo. Barges are even more important that truck traffic in terms of economics.
