That will account for some of it, and I specifically called out some of those as well. That is,
there are plenty of cases where someone tested positive but was never treated for the disease
itself, but they wound up being called a covid-related death. Same goes for the people that
were going to die and covid hastened their demise. Neither of those should be considered
a "covid death." Yes, they can amend death certs.
There's a guy on twitter that has done some analysis and I think he has been saying about

His posts are difficult to read, even if you have a solid understanding of the statistical terminology
he often uses, however.
