From what I understand, blacks disproportionately use abortion for birth control already, public health is up in arms about blacks having disproportionate issues with pregnancy, and that women who have abortions increase the risk of having issues with pregnancy. In effect there is a problem being created and then exploited as a racial health outcome issue so that government can meddle. The health outcome disparities end up driving public policy and are the current main 'proof' of that systemic racism exists. And if you question adverse behaviors that lead to these outcome disparities, they yell racism. The only way this can be stopped in liberal states at this point is for blacks to actually care out how they are being used and victimized by the state to enact social change that never actually makes their lives better.
