Here's my take on that.
Q and team were going to do this last November, but couldn't because once they began peeling the layers back, they saw that it went MUCH MUCH deeper than they could realize. So much so that it'd probably take another year to get everything together.
Sessions, Mueller, etc… ALL that stuff has been ready for a long time. Now they are just stalling with every tactic possible until Q and team are ready to execute.
