The problem with most American (not only US but mostly English and Spanish speaking countries) is that people indeed lack of speaking at least one foreign language.
In Europe for most people it is normal to speak at least one more language, because speaking three languages is often required in certain jobs or to enter university. Is is not unusual to meet people speaking three or even four languages on a very good level.
