Not sure it works that way. If the Illegal Occupying Power (Bidan) enters into armed conflict with the Sovereign Citizenry, then the Armed Services can move to Chapter 18.18-Retalition. I think they (USMIL/Q Team/SOCOM) may be waiting on Organized Resistance from the people before advancing according to the manual of war. Most likely, I am wrong though. Not trying to Glow.
