The way I've had this explained to me is like this: [they], having fewer numbers than the serfs, aren't as capable of manifesting reality with will, but the populace has a more malleable interaction with manifestation, which ultimately has a deeper effect upon reality.

The idea of predictive programming seems off, just like this concept of "karma laundering". I like the idea of the collective conscious manifesting reality and them trying to hijack it by poisoning the well with broadcasting their desires to us.

the thing is I've seen a lot of these sites and while they're always loaded to high hell with info that really gets the noggin joggin, their explanations are much more convoluted than what I've come across
