Didn't work in Switzerland back in the day. 90's maybe. In Zurich they let a park go to drugs. No intervention. It resulted in cartel like groups forming amongst the addicts in the park. Swiss shut it down because it was worse than no intervention. Zurich needle park, if interested.
The Swiss went to health clinics offering drug or alternatives services, I think.
Spend a lot of time, relatively in Holland. Very organized country, with intelligent people. Any suspicious behavior stands out, a lot.
There is petty crime. Family members living there have had bikes stolen and their cars broken into. If there is a drop in the crime rate it may very well be because people are tuned into the theft possibility and know how to take adequate precautions. If the chance of criminal activity increases, so do the precautions.
