In the book, he describes how he tried to collect rent in some of the low cost housing he built and the tenants would come to the door with a gun aiming at him. So he had to hire heavies to get the rent. That's when he pivoted into luxury housing, for safety, even though his heart is with the average person.
Low-cost housing wasn't good business, not only because of the rough tenants but because of the ridiculous regulations in NY.

I'm empathetic that the system is overwhelmingly against the people and that they are frightened into taking the shot. I don't think they deserve it necessarily but we all have free will and how many had friends that said, "no– wait!" and they did it anyway for whatever reason. Fear, to fit in, to fly on muh airplanes even though nobody requires it yet…
