Convicted Murderer Wins Election To Office In DC From Behind Bars
A still-incarcerated convicted murderer made history in the nationโs capital when voters recently elected him to one of the District of Columbiaโs Advisory Neighborhood Commissions, which advise the local government on neighborhood issues such as police protection, parking, zoning, liquor licenses, and trash collection.
Joel Caston, 44, has been imprisoned for 26 years after a jury convicted him of first-degree murder in the Aug. 14, 1994, ambush slaying of Rafiq Washington, 18.
He is expected to be released from the D.C. Central Detention Facility either this or next year.

Senate Republicans have taken out a series of advertisements, slated to be broadcast during two Major League Baseball games, criticizing Raphael Warnock over refusing to condemn the league's decision to move its All-Star Game from Atlanta to Denver.
"Baseball's midsummer classic: The All Star game. The $100 million boost to Georgia's economy, until the radical left woke crowd took it all away, forcing the MLB to boycott Georgia. Even Stacey Abrams opposed the boycott, but Senator Warnock refused to oppose it," the advertisement said.
Earlier this year, MLB moved its All Star from Atlanta to Denver as part of a protest against the Georgia state government's decision to pass a voting bill that its critics argue would restrict minorities from accessing the ballot.
At the time, Senator Warnock said he respected the MLB's decision despite the economic consequences it would have for Georgia.
That statement has been targeted by Republicans, who are looking to unseat Senator Warnock during next year's midterm elections.
