I think we're past the point where seeking legal remedies is an effective strategy.
Further, I think the bigger problem is MAGA oriented people still holding out hope for positive legal restitution. That may be the final security blanket that they has to be ripped away.
When Germany took over France in 1940 with a physical presence, the French knew their former legal system wasn't a venue through which they could remove Nazi rule.
Whichever forces it is who now have control of DC did it with a cyber invasion, so, IMO, the citizenry has not yet caught on that their former governmental oversight structures are no longer functioning.

I think it has to go to the stage of a disaffected, hopeless, public creating a break down in social structure, by peaceful means, such as strikes because working won't make financial sense any more, that needs the military to resolve.
