Anon wonders if some of those works Pres. Trump worked on or is working on covers something along these lines.

if a nation is faced with a state of war with an element that is "friendly" to enemy forces, or even enemy combatants, how would they be relied on to provide a declaration as needed under the very constitution they swore to uphold. How then does the mil obligate themselves to their charge as well?
