I used to read a lot about the Zodiac killer.

I strongly believe Zodiac was sending coded messages (not just the ciphers) having to do with intelligence.

For instance, the Zodiac Halloween card with 14 eyes used repeatedly, and his "peeking through the pines" card.

"Fourteen Eyes" is intelligence gathering. The actual name of this group is SIGINT Seniors Europe (SSEUR) according to Wiki.

Pine Gap, a secret surveillance station close to Alice Springs, Northern Territory, had been operated by the U.S. Central Intelligence Agency (CIA) also according to Wiki.

Zodiac said he planted a bomb that they had until next spring to dig up. What if that was code too?
